Currently, the admin cannot see available queues assignable for user when edit user from admin interface, unless this admin user has "show all queues" option enabled or if admin is assigned to all queues.

We probably need to have a query parameter "all queues" that will be used by admin only. The /queues endpoint will so return all queues for admin role despite he has no see all queue option enabled.
